Abstract:

This chapter provides tools that allow development and execution of a successful formal performance appraisal process and competency assessment program. It helps the reader to understand the purpose of performance appraisals. Many human resource experts believe that by implementing a well-designed performance appraisal program, the competitive aspect can be minimized and the motivational aspect can be emphasized. The chapter defines four key elements in developing a meaningful performance appraisal: (i) clear expectations: mission statement, job description, performance standards; (ii) valid and fair performance assessment; (iii) plan for improvement; and (iv) follow-up. Quantifiable performance measures, such as the number of times stat turnaround times were within acceptable limits, specimens were processed, critical values were called, errors were made, and percent of time within budget, are productive measurements that are easier to defend. Preappraisal preparation by employees and managers is essential for a successful performance appraisal interview. If behavior modification on the part of employee is needed, the focus should be on how you and your employee can work together to create a positive outcome. The chapter also lists accreditation agencies that issue competency standards. The timing of competency assessment should be: semiannually during first year for new employees; annually for all employees; and preceding implementation of new methods or instrumentation. Various competency assessment methods are followed by managers including direct observations of routine patient test performance, monitoring the recording and reporting of test results, and reviewing of intermediate test results or worksheets and quality control records.
